Roofing in New York City is a flat-roof, parapet and party-wall business. Pitched residential roofs are the exception, buildings share walls, and almost nothing can be done without considering the neighbours and the board. Licensing in New York
New York issues no statewide roofing or general contractor licence. Licensing happens locally, and requirements vary sharply between municipalities.
New York City requires a Home Improvement Contractor licence from the Department of Consumer and Worker Protection (DCWP). Getting one means a business licence, a sales tax identification number and Certificate of Authority, certificates for workers’ compensation and general liability, proof of EPA certification, and passing the Home Improvement Exam. It is one of the more demanding local regimes in the country, and it is checkable.
Buffalo requires a City of Buffalo Contractor licence under Chapter 144 of the city ordinance for anyone in a home improvement business — roofing explicitly included — with applications going through the Construction and Home Improvement Advisory Board.
Because there is no state standard, confirm the contractor holds the licence for the municipality your building is actually in, and verify insurance yourself.
What’s specific to New York
The DCWP licence is a real credential. A Home Improvement Contractor licence requires an exam, EPA certification, a Certificate of Authority and insurance certificates. Unlike most of the country, this is a check worth making and one a serious contractor will pass.
Parapets are where these roofs fail. In a city of attached buildings, water rarely enters through the middle of a roof. It enters at the parapet cap, the junction with the neighbour’s wall and the flashing between them. A quote covering only the field of the roof has priced the easy part.
Board approval and building access come first. Co-op and condo boards typically require a certificate of insurance naming the building before anyone is allowed up with equipment, and freight elevator bookings constrain scheduling. A contractor who cannot produce the paperwork will not get past the front desk.
Access is the dominant cost. Materials go up and debris comes down through the building or by crane, on streets with no parking. Two identical roofs in different buildings are not the same job.
Ponding ages the membrane. Settled framing on hundred-year-old buildings rarely drains as designed, and correcting the fall is often the real fix rather than a new covering over the same dips.

One New York cost driver has no equivalent anywhere else on this site. Under Local Laws 92 and 94 of 2019, an alteration in which the entire existing roof deck or roof assembly is replaced must provide a sustainable roofing zone — a solar photovoltaic system of at least 4kW, a green roof, or both — and the DOB filing must certify compliance or claim an exemption. The exemption list is long, covering FDNY access paths, rooftop equipment, landmarked buildings and more, so plenty of jobs fall outside it. But whether your job triggers it is a question to settle before signing, not after, because it changes both the filing and the price.
